Perpich Arts High School, hit in recent years by enrollment declines, has a new pitch: no dormitory fees for kids who live 20 miles or more from the Golden Valley campus.

The engineer tested the penthouse to find the problematic noise frequencies, then used accelerometers to measure the shaking. She determined which noises were airborne and which were from vibration. With that information she was able to specify materials and construction methods that would hush the rattle and hum.

And yet, several months later, I learn that those plans have changed: Estes will no longer be questioned. Is it that witnesses have suggested others might have been present when Horsley died? Or that the accounts of those interrogated today don’t mesh with the facts in the original investigative file prepared by Billy Joe Estes? Or that Horsley and Webster, both African-American, did not have consistent advocates over the years, clamoring for justice on their behalf? No, I am told by a member of the sheriff’s office. There is simply not enough evidence against Estes to merit an interview.
