Consultants use a variety of tools. To find the origin of an airborne leak, they play loud static-y white noise in one room and take readings with a sound-level meter in another. To measure structure-borne floor noise — sound that travels through the building from one apartment to another — there is a “tapping machine,” a contraption that repeatedly picks up and drops weighted metal cylinders on a floor, while readings are taken downstairs.

To the untrained eye, a fence is just a fence. But, when it comes to enclosing sports areas, it can keep balls in play, reduce maintenance, provide safety and security, deter vandalism and graffiti and even be an integral part of the field of play. Kerry Haywood went to visit a recent project at Paddington Recreation Ground to view fencing for a multitude of needs.

Tis better to give than to receive, as the saying goes. But area nonprofits believe that it’s just as great to receive, especially in these days of funding cuts.

“This project has all the signs of being a future success,” Huber said. “It’s been extensively researched and planned, the organization that’s hosting it has a great reputation of successful management of its properties, the program is precedented, [and] there are numerous examples of tiny house villages operating successfully around the country.”

“Really, there’s only one good way of sound deadening in an existing wall,” said Michael White, a sales representative for North Central Insulation in Newark.

• Replace doors. Solid doors are far more effective than hollow doors in blocking sound. For even better protection, add a rubber strip or gasket along the door’s bottom.

“We found some insights, but it’s just the tip of the iceberg of what we think other researchers, utilities, solar developers and policymakers can further uncover. We are making this public so that others find solar deployment patterns, and build economic and behavioral models.”

After two lengthy and heated City Council meetings, which made it clear that Mayor Linda Dahlmeier and Councilman Scott Thomson were fighting an uphill battle against cannabis, a majority of the panel voted in favor of allowing commercial cannabis and directed staff to begin the process. In the months that followed, the city hired a consultant to advise officials on best practices and research the area.

Despite great care on the part of the architect and the contractor, there was a problem. When the family’s twins hit the toddler stage, the downstairs neighbors said the floor hadn’t worked. Rugs were added upstairs, to no avail, then rug pads, which didn’t help much either. Contractors were consulted. They suggested steel plates or poured concrete at a cost of $60,000 to $70,000.

"The alarm went off and they began throwing tear gas at us. A lot of people started to go down. A person got hit and lots of kids fainted. So some people got rocks and threw them because many kids were fainting," he said.
