The News Leader is now defunct. Yet I manage to track down its former editor, David Johnson. He is foggy on the time line surrounding Billy Joe Estes’s death, but he remembers other aspects of the story—which was never published—with precision. He tells me that the county sheriff, in response to the paper’s request, had let his team see the Horsley investigative file. It contained very little documentation related to the crime. Part of the reason, Johnson had been informed, was that after the murder Billy Joe had supposedly kept much of the evidence from the case in the trunk of his car throughout the sweltering summer, effectively tainting it and killing off any usable DNA.

Billy Joe was first hired as an assistant marshal on the Rosedale police force in 1963, at a time when Mississippi remained segregated and interracial marriage was outlawed. According to a former member of the sheriff’s department, Billy Joe had a blind spot when dealing with his brother Ronnie’s behavior: “Billy Joe did what he wanted. Cases that Billy Joe didn’t want prosecuted—they didn’t get prosecuted.”

Near Avenue Road, however, there is a colourful moment of reprieve. Instead of ads announcing new condo towers or the Crosstown LRT (the causes of the building boom), the words Make Art TO are woven through the chain-link in brightly hued yarn.

When thinking about perimeter installations and the benefits from well-specified fencing, railings and gates, firstly, you need to consider what sports will be played on your surface as well as the surrounding areas. For instance, nearby busy roads, railway tracks, canals or rivers and utility stations can all pose risks and potential death traps when balls inevitably escape the field of play. “There’s tremendous disparity in available housing stock in particular pockets of the Metro East market,” Anderson said. “Our members are feeling the strain trying to find housing that exists at every economic level. We know first-hand of couples in their twenties and thirties who want to buy in our market but have to choose from low-end, below-standard stock or homes valued at $500,000 and up. Mellen does confirm that Billy Joe, as the chief investigator in the sheriff’s department, worked closely with him “to provide information on which we made decisions regarding indictments and prosecutions.” I ask if it is possible that Billy Joe might have withheld information in cases involving his brother. “If you’re trying to say that Billy Joe covered something for him, I have no comment. I don’t know the answer to that.”

During public comment, former Bidwell Park and Playground Commissioner Mark Herrera read a satirical speech that called an unspecified leader of the Chico First group a “human paraquat”—an expression from The Big Lebowski that essentially translates to “buzzkill.” Morgan charged that the term rose to the level of a personal attack and ordered police to eject him. Herrera was handcuffed and subsequently arrested. After agreeing to take a breathalyzer test that found him to be over twice the legal limit for DUI, he was held overnight at the Butte County Jail. In October, he filed a civil lawsuit against the city in the U.S. Eastern District Court.
