One summer day, James tells me, Estes had taken Mellen out onto the Mississippi River in his johnboat. They were logging for catfish, he says: “You dive under the water. You see a catfish in a stump. When the time had come to head to shore, and with Mellen still in the water, Estes, according to James, leaned down and said he’d decided not to take Mellen back with him. When the barriers went up, the traffic went away, Wildman said, a familiar refrain throughout the hearing. "Trick-or-treating with our kids for Halloween was safe. Last year, we were dodging cars," Wildman said.

Once the flames were doused, the damage assessments and recovery process began. The toll on property was great: Nearly 19,000 buildings, including about 14,000 homes, were wiped out. Also damaged or destroyed—much of the infrastructure, such as utility lines, both for telephones and electricity.

Most folks spoke in support of Simplicity Village, and many of those against the project offered support for the concept, just not the location.

In making his case for a low-barrier shelter, Muenzer talked about those who are hardest to provide shelter for: the addicted, and those who have pets or bicycles and other belongings that nobody can store.

The main contractor, MMD Construction, has been on site since early October. To date, the site has been cleared entirely and the footprint of the new school building and playing pitches are clearly visible as this project begins to take shape.
